No time for procrastination
The manager has made it clear that players should have been in by now. Time for action.
Spending a lot of money is not easy. Spending a lot of other people's money is even more difficult. As one of my mates puts it, writing a cheque for £10 million takes balls of steel.
In such circumstances, it's easy to procrastinate. It's easy to phone that other guy or take that other call or respond to that other email before you finalise the deal and write the big balls cheque. It's easy to think, "I'll need a clear head for this, so I'll just nip to the toilet and make myself a cup of tea. Then I'll be ready to do it." It's easy to speak to someone on the way to the toilet to chat to someone while making the cup of tea and it's easy to get back to your desk and think, "It's late on in the day. I'm probably better to do this tomorrow." In short, it's easy to procrastinate.
